Hello and good day all, anyone know why OBD1 P30 Capacitor C31 keep hot and make heating mark near the C31 cap? Change new cap, but till make new heating mark near the cap C31. What C31 used for?

C31 is a filter capacitor (220uF/10v) connected on the output of the voltage regulator (5v output/1A) IC12.
