im having issues with a solid cel even without the jumper, and revs 4000rpm..

well Dude,

your getting a solid light mostly because, you didn't solder properly.
If it worked before and its not working now everything points to a bad solder joint, or loose metal stuck somewhere between the circuits. You could have fried something out while soldering too.
If you did it yourself recheck all the circuits and if someone did it for you slap them a few times and have them re-check it.

there's a myriad of reasons you could have a solid cel, all of which have been documented and resolved. try searching.
