There are a lot of reasons for a Solid CEL. Bad C14 cap will cause it. A poor solder between the 28 Pin zif socket will also cause it. Then their are the usual missing solder in the spots that were supposed to have solder and some desolder it so they can do some other conversions. Then their is the usual chip burning process where the offset of 8000Hex was forgotten for a 512kb chip. Start at the chip burning process and go from their.

The most common reason I see a soild cel or limp mode on a socketed jdm p30 is because the person that chipped it did a bad job on the 373 latch and it has a bad solder joint. Or it was over heated durning the soldering process.

Are you sure the service connector has not been "jumped" or shorted. If you jump the connector and the ECU does not have codes, the CE light will stay solid on.
