I have a p27 obd 1 ecu and just recently when i try tonstar my car, its flipping a solid cel on and off like mad. What could be the problem? I just replaced several busted caps months ago, could it be that those capacitors are failing again?

Not the fuel pump. The fuel pump relay also known as the main relay
